Bill Deposit Refund for Eligible Davao Light Customers

Davao Light customers may be eligible to receive a refund of their bill deposit following the issuance of Energy Regulatory Commission (ERC) Resolution No. 03, Series of 2026. This resolution introduces updates to the Magna Carta for Residential Electricity Consumers and provides guidelines on when bill deposits may be refunded to customers.


Under the resolution, you qualify for a refund if you meet any of the following criteria:

  • Lifeline Status: Currently enrolled in the 100% lifeline discount program.

  • Deposit Surplus: Your current bill deposit exceeds your total electricity consumption recorded over the previous 12 months.

  • Good Payment History: A record of full, on-time payments for a continuous two-year period.


What is a bill deposit? 


A bill deposit is a mandatory security deposit paid by customers when applying for a Davao Light power connection. Equivalent to one month's estimated consumption, it is collected during the application for new service or reconnection.


How will I receive the refund? 


If you are eligible, the refund will be automatically credited to your billing statement on the anniversary date of your service activation.
