PRESS STATEMENT: Davao Light Clarifies Status of Samal Power Distribution; Calls for Orderly Transition

Davao Light and Power Co., Inc. (Davao Light) wishes to clarify recent statements made by the former power distributor in the Island Garden City of Samal (IGACOS). We also urge certain individuals to cease the dissemination of misleading information that serves only to confuse consumers and create unnecessary friction.


Davao Light’s mandate as the sole power distributor in IGACOS is firmly established by:


  1. Republic Act 12144, which expanded our franchise area.

  2. A Unanimous Supreme Court Decision upholding the constitutionality and validity of RA 12144.

  3. A Writ of Possession issued by the Regional Trial Court (RTC) covering all electric distribution assets in IGACOS.

  4. A Provisional Certificate of Public Convenience and Necessity (CPCN) issued by the Energy Regulatory Commission (ERC) allowing Davao Light to start serving the people of Davao del Norte (including IGACOS) and Davao de Oro.

  5. An Exclusive Power Supply Agreement with Phil-Power Ventures, effective February 25. All electricity produced by Phil-Power is now contracted to Davao Light for distribution to the island's residents and businesses.


Davao Light has a clear legal, technical, and moral obligation to provide Samalenyos with the world-class, cost-effective service we have delivered to our franchise areas for over 70 years.


We call upon Northern Davao Electric Cooperative, Inc. (NORDECO)’s management and board to cease the spread of misleading information and, in the interest of public service and the good of the people, to yield to and accept the necessary, peaceful, and purposeful transition mandated by RA 12144. We urge them to respect the resolution of the Supreme Court and the orders of the RTC and the ERC. We encourage all residents to follow official announcements from Davao Light as we work with authorities to ensure a stable and orderly shift in services for the benefit of the community.
