The 5% discount for senior citizens on their electricity consumption will be implemented by Davao Light after the issuance of supplemental guidelines by the Energy Regulatory Commission (ERC). Article 12 Section 3 of the Implementing Rules and Regulations (IRR) of RA 9984 gives the ERC six (6) months after the effectivity of the IRR to come up with the supplemental rules on the discount implementation.
In the meantime, Davao Light continues to grant lifeline rates ranging from 10% to 50% discount to all consumers, senior citizens or not, using 100kwh or less in one month. This lifeline discount rate was started on February 2004 and it must be noted that the lowest discount rate of 10% is higher than the 5% senior citizens discount granted by the law.
